Oxfam's Destroy and Rebuild Index: 'Wealthy minority of investors benefit from both sides of crisis'

France 24 · 11/3/2026, 5:52:45 PM Philippine time

The world's most vulnerable populations bear the brunt and the costs of the climate crisis, while the wealthy and powerful profit. Oxfam France’s Climate Inequality Advocacy Officer Selma Huart examines the relationship between concentrated wealth, unequal exposure to disasters and investors profiting from both polluting industries and reconstruction. “They are burning the planet, benefiting from it, but they are also benefiting from rebuilding,” she explains. Huart places redistribution at the centre of climate policy, calling for taxes on wealthy polluters to finance protection for vulnerable communities.
